Minimum wage in Russia

A statutory national minimum wage

Russia has a federal minimum wage, the MROT, set per month by federal law. Regions can set a higher regional minimum.

Headline figure (from 1 January 2026)

27,093 RUB per month

Set by Federal Law 429-FZ of 28 November 2025.

Roughly US$317 a month for a full-time worker, at exchange rates of 2026-10-09. This is a rough comparison only and does not show buying power.

Check the date. Minimum wages change, in many countries every year. The figure above is the one in force at the date shown. Confirm the current amount with the official source below before you rely on it. This is general information, not legal or employment advice.

Who sets it

A federal law, passed by the State Duma on the Government's bill, sets the amount.

How it changes

The law is amended each year to raise the MROT, normally from 1 January.

Who is covered, and who is treated differently

  • Regions can set a higher regional minimum wage through an agreement with unions and employers.
  • The MROT is also used to calculate some benefits and charges.

What to watch for

  • The figure shown is the federal amount, which is the lowest possible one.

Understand the legal system first

Russia belongs to the Civil law family. How pay is regulated depends on how the legal system makes and applies labour law.
