Minimum wage in Norway
Norway has no general statutory minimum wage. Collective agreements set pay floors, and the state can extend the minimum rates in an agreement to a whole sector where there is a risk of wage dumping.

Who sets it
Collective agreements between unions and employers set pay floors. A public tariff board can declare the minimum rates in an agreement generally applicable to a sector.
How it changes
Agreements are renegotiated on a cycle, and extended rates are adjusted when the agreement is renewed.
Who is covered, and who is treated differently
- Sectors such as construction and cleaning have had extended minimum rates in the past; the list changes.
- Outside those sectors the floor depends on the employer's agreement.
What to watch for
- Check whether the sector currently has extended minimum rates published by the authorities.
Understand the legal system first
Norway belongs to the Civil law family. How pay is regulated depends on how the legal system makes and applies labour law.
