Practising law in Ukraine as a foreign lawyer

A route exists, with conditionsYou can advise on your home-country law

Under the Law on the Bar and Practice of Law, a foreign lawyer can be included in the Unified Register of Advocates and then has the same professional rights and duties as a Ukrainian advocate. The Bar Council's regulations also describe how a foreign lawyer can obtain full Ukrainian advocate status.

Rules change. This page describes the kinds of route that exist. The regulator listed under “Official sources” publishes the current requirements, fees and dates, so always confirm with them. This is general information, not legal advice.

The routes

Registration as a foreign lawyer

For: Lawyers from foreign states who want to practise in Ukraine.

  1. Apply to the regional qualification and disciplinary commission of the bar where you live or stay, with documents showing your right to practise abroad.
  2. Be included in the Unified Register of Advocates of Ukraine.
  3. Practise with the rights and duties of an advocate. An older version of the rules required foreign advocates to appear in court together with a Ukrainian advocate.

The Bar Council approved a new version of its regulations on foreign lawyers in October 2025. Check it for the current rules. We did not confirm whether a citizenship condition applies.

Full Ukrainian advocate status

For: Foreign lawyers who want to become Ukrainian advocates.

  1. The Bar Council's regulations describe obtaining Ukrainian advocate status by passing a qualification exam, or after three years of practising law in Ukraine.

Practising only your home-country law

Registered foreign lawyers practise with the same rights and duties as Ukrainian advocates, within the Bar Council's rules.
