The UAE Constitution guarantees **equality, personal liberty, the presumption of innocence, freedom of worship, freedom of opinion** and other rights, in each case **within the limits of the law**. The courts apply these guarantees, but the **limits are wide**, especially on **expression, public conduct and national security**. **Nationality** follows **descent** and is hard to acquire, so most residents are **foreign nationals** with **residence status** but no political rights. Public authorities have **broad administrative powers** over **licences and permits**, and a person who disagrees with a decision can usually **complain to the authority** and then go to **court**. This module explains the rights, the status of foreigners and the remedies. **Reforms are frequent** and are flagged for checking.
