Module 3

Regions, courts and the legal professions: territorial government, special statutes, the judiciary, the ordinary courts and Cassation, the Constitutional Court, lawyers, magistrates and notaries

Italy is a **unitary Republic with strong regional government**. Twenty **Regions**, five of them with **special statutes**, share legislative power with the State under a division set out in the Constitution; below them are **provinces, metropolitan cities and municipalities**. The **judiciary** is **independent**, governed by a **Superior Council of the Judiciary**, and its **magistrates**, judges and public prosecutors, belong to one body recruited by competition. The **ordinary courts** (justice of the peace, tribunal, court of appeal and **Court of Cassation**) are accompanied by **administrative courts** and a **Constitutional Court**. And the **legal professions** have distinctive roles: **notaries** are public officials who are **required** for many transactions. This module draws the map. Court **reforms are frequent**, so check the current rules.
