Module 5
Rights, foreigners and administrative law: the constitutional rights, religion and expression and assembly, nationality and the status of foreigners, administrative decisions and contracts, judicial review and anti-corruption
The Constitution guarantees a long list of rights: human dignity and equality before the law (Article 53), personal freedom (Article 54), freedom of belief and worship (Article 64), freedom of thought, opinion and the press (Articles 65 to 70), peaceful assembly (Article 73), association (Article 75) and the right to litigation (Article 97). Almost every right is regulated by law, and many laws on expression, assembly, associations, terrorism and cybercrime set limits. For a foreigner, the practical questions are what the law requires for entry, residence, work and property, and how to challenge a decision of a public authority. Administrative law is a distinctive branch, applied by the State Council: it controls decisions and government contracts according to the principle of legality. Independent bodies fight corruption. This module gives a working map, with the reminder that laws in this area change and the current text must be checked.
This course explains the law of Egypt, not US law. Rules that look the same elsewhere may be different.

See what is included in the Courses & AI Lab Pass →General education on the law of Egypt, using invented people and businesses. It states laws and procedures in simplified form and is not legal advice. The law and its practice change, and every case turns on its facts, the authority and the community concerned. It does not offer legal representation or a legal opinion on any case. Consult an Egyptian advocate for any real matter.
This course was written on 5 November 2026. To the best of our knowledge, it describes the law of Egypt as it stood on that date. Laws change, and we may have missed or misunderstood something. If you notice a change, or have other information, please do not hesitate to contact us: we will review it and update the course. We do not claim to be the final source of the law.
